RAA supports the ACLU-CT Bill to End Housing Discrimination Based on Record of Conviction
The ACLU-CT is advocating for HB 5242, "An Act Concerning the Collateral Consequences of Criminal Records on Housing," which aims to eliminate barriers that residents with criminal records face in securing housing in Connecticut.
With over 550 legal obstacles hindering reintegration into society, this bill seeks to protect individuals from discrimination by requiring housing authorities to conduct individualized assessments instead of blanket bans based on criminal history. It establishes a three-year "look-back period" for felony convictions and prohibits discriminatory practices in housing applications.
The ACLU-CT emphasizes that access to safe, affordable housing is a fundamental human right essential for community strength, particularly as formerly incarcerated people disproportionately face homelessness and discrimination.
